Implementasi Telemedicine untuk Pelayanan Pasien Bedah Saraf pada Masa Pandemi Covid-19 Di Asia Tenggara
Abstract
Tuntutan akan telemedicine di Asia Tenggara cukup tinggi, mengingat sebagian besar merupakan negara berkembang, persebaran tenaga kesehatan yang belum merata, maldistribusi fasilitas kesehatan, hambatan geografis yang menantang, serta kondisi pandemi Covid-19 dimana pelayanan tatap muka sangat terbatas dan berisiko meningkatkan penyebaran Covid-19. Penelitian ini bertujuan untuk mengidentifikasi, mengevaluasi dan mensintesis hasil penelitian implementasi pelayanan kesehatan berbasis teknologi (telemedicine) pasien bedah saraf pada masa pandemi Covid-19 di wilayah Asia Tenggara. Metode penelitian ini menggunakan systematic review sesuai pedoman PRISMA dari online database Proquest, Scopus, dan EBSCO hingga ditemukan 10 artikel. Hasil penelitian ini yaitu Telemedicine efektif mencegah penyebaran penyakit, melindungi pasien dan staf, dan meminimalkan penggunaan sumber daya yang terbatas. Telemedicine dapat menghemat anggaran rumah sakit dengan mengurangi jumlah pasien non darurat, melindungi pasien dari pemiskinan akibat perawatan serta meningkatkan perilaku pencarian kesehatan sehingga efektif menjangkau populasi yang lebih luas. Penerapan telemedicine berkembang sangat lambat di wilayah Asia Tenggara. Konsultasi tatap muka telah menjadi metode utama kunjungan rawat jalan. Keterbatasan infrastruktur internet, listrik, latar belakang sosial ekonomi masyarakat yang belum melek teknologi menjadi tantangan tersendiri dalam mengimplementasikan telemedicine pada pelayanan pasien bedah saraf. Komitmen antar rumah sakit sangat penting terkait privasi pasien dan sistem reimbursement klaim asuransi rumah sakit. Kesimpulannya yaitu telemedicine sudah diterapkan di negara-negara di rumpun Asia Tenggara, namun masih terdapat hambatan yang ditemui dalam pelaksanaannya, seperti sumber daya yang terbatas, infrastruktur jaringan belum memadai, kesiapan masyarakat terhadap perubahan teknologi serta regulasi pembiayaan yang belum terstandar sehingga masih diperlukan peraturan perundang-undangan penyelenggaraan telemedicine antar fasilitas pelayanan kesehatan.
